Title Retailer and Perfume Maker Pay Fine for Selling Product in California that Exceeded VOC Limits
Introduction LA Testing offers volatile organic compound (VOC) testing services to help manufacturers keep within VOC regulatory limits.

Garden Grove, CA, June 24, 2013

Last month, California’s Air Resources Board (ARB) announced that a major retailer and a perfume maker have paid a $138,000 penalty for violating consumer product regulations. The regulations are part of California’s efforts to protect air quality.

The products in question were sold between 2009 and 2011 and according to the ARB, “Testing revealed that the products exceeded an 18 percent by weight volatile organic compound (VOC) limit set under Air Resources Board regulations for liquid air fresheners. Such compounds are regulated by the Air Resources Board because they react with other pollutants under sunlight to form ground-level ozone, a key ingredient in smog.”

Elevated concentrations of VOCs are often found in indoor environments due to off-gassing of consumer products, building materials and furnishing.  Exposure to VOCs can result in health concerns.  According to the U.S. Environmental Protection Agency (EPA), “Key signs or symptoms associated with exposure to VOCs include conjunctival irritation, nose and throat discomfort, headache, allergic skin reaction, dyspnea, declines in serum cholinesterase levels, nausea, emesis, epistaxis, fatigue, dizziness.”

One of the leading providers of VOC testing services in California is LA Testing.  “Not only can VOCs contribute to ground-level ozone and eventual smog, but elevated concentrations of VOCs indoors can impact people’s health,” reported Michael Chapman, Laboratory Manager of LA Testing’s Garden Grove facility.  “The ability of these chemicals to cause health effects varies from those that are known to be a health threat to others with no known health effects. At LA Testing we not only provide indoor air quality analysis for VOCs, but we also offer consumer product testing services for manufacturers and retailers to determine the VOC off-gassing of their products.”
