VOC Limits for Perfume in California

Last month, California’s Air Resources Board (ARB) announced that a major retailer and a perfume maker have paid a $138,000 penalty for violating consumer product regulations. The regulations are part of California’s efforts to protect air quality.

The products in question were sold between 2009 and 2011 and according to the ARB, “Testing revealed that the products exceeded an 18 percent by weight volatile organic compound (VOC) limit set under Air Resources Board regulations for liquid air fresheners. Such compounds are regulated by the Air Resources Board because they react with other pollutants under sunlight to form ground-level ozone, a key ingredient in smog.”

Elevated concentrations of VOCs are often found in indoor environments due to off-gassing of consumer products, building materials and furnishing.  Exposure to VOCs can result in health concerns.  According to the U.S. Environmental Protection Agency (EPA), “Key signs or symptoms associated with exposure to VOCs include conjunctival irritation, nose and throat discomfort, headache, allergic skin reaction, dyspnea, declines in serum cholinesterase levels, nausea, emesis, epistaxis, fatigue, dizziness.”
